Ofcom changes affecting 087 numbering – what you need to know

OFCOM have announced that from 1st August 2009 PhonepayPlus will regulate all numbers beginning 087, with the exemption of 0870. From this date. 087X number ranges (with the exception of 0870) will be treated as a premium rate. Service providers have been given a six month transition period during which they must ensure that they comply with the PhonepayPlus code of practice.

N.B. Service providers are defined by PhonepayPlus as the operators of the end point of the call. Not the network operator carrying the call.

In addition, note that the code will extend to 09 numbers that are changed at more than five pen per minute (PPM) and less that ten pence per minute (PPM).

0871 survey

PhonepayPlus conducted an online survey of 1000 consumers and their 0871 usage. The majority of respondents where low users of NTS. The catergories of service accessed via 0871 by these users were (in descending order of frequency):

  • Financial services and Insurance
  • Technical Support
  • Utilities and Transport
